The problem with current rules is that suiciders are guaranteed a profit, while Freighter pilots cannot defend themselves. That is unbalanced.
CCP is going to make Concord jam drones. Good - they should have done that all along. That will make the numbers of ships needed for suidicing go up alot, and introduce a possibility of failure. I think that is good, because the cost to gank now is too low.
There can be no viable arugment which states 'protect the freighter'. While specific cargos or locations should be escorted, it is not viable to escort every freighter everwhere everytime. The cost is simply too high.
There can be no viable argument which states 'restrict freighters from empire'. Besides the sheer volume of materials being moved in empire, a safe haven is exactly the type of security needed to allow these type of beasts to exist in the first place. They were designed for safe-space travel only.
The trade hubs will not move to low sec. Trade hubs must be in safe space. No trader will routinely risk everything at the start or end of its journey. That's like asking Carnival Cruise Lines to headquarter its ships in Somilia. Its pure stupidity.
The argument that non-player corps provide a refuge for Freighter pilots is a valid one. I personally agree with removing people from NPC corps, or resticting ship usage while in an NPC corp. War Decs should be the empire solution to attacking an alliance's logistics. Suicide Ganking exists in part because the War Dec is not possible against NPC corps.
Suicide ganking in empire should also be possible. I do not think, however, that it should be PROFITABLE. The Freighter poses such an extreme problem simply because it carries so much cargo. I personally lost 6 billion isk because of one stupid mouse click in a freighter once...and I was carrying bulk materials. With half or more of that surviving now, 3 billion isk cost in ships to gank would be a 'break-even' point for the suiciders, and still a 6 bill loss for me. If risk/loss was balanced, I would expect the suiciders to lose 6 bill in ships and not get any loot. I'm quite sure 6 bill in ships will gank any ship before Concord stops them. So even the new system will favor the suiciders.
My solution would be:
1. Concord jams drones as well as guns/missiles.
2. Insurance is not paid out to Concord losses.
3. Interbus contracts deliver to any spot for a fair price.
4. NPC corps have restrictions on Freighter use.
